Local Government Planning Fund

Community Development
Block Grants (CDBG)

Eastern Plains Council of Governments supports municipalities and special districts in accessing and managing Community Development Block Grants (CDBG). Transportation Project Fund

The Transportation Project Fund (TPF) is a state-funded program in New Mexico created by legislation—initially via HB 694 in 2019 and later solidified into a recurring fund by SB 20—that provides funding for transportation-related projects including environmental studies, planning, design, construction, and rights-of-way acquisitions for highways, streets, bridges, and multimodal facilities. Eligible applicants include local and tribal governments, who submit applications through Metropolitan or Rural Transportation Planning Organizations (MPOs/RTPOs) for review and prioritization. EPCOG assists member municipalities and districts by helping identify suitable projects, prepare thorough applications, and navigate the submission and prioritization process with MPOs/RTPOs. We also guide communities in meeting matching requirements, demonstrating project readiness, and coordinating documentation for approval. Recreational Trails Program

The Recreational Trails Program (RTP), administered by the New Mexico Department of Transportation and funded through the Federal Highway Administration, provides reimbursement grants for developing, maintaining, and improving recreational trails and related facilities for motorized and non-motorized uses—such as hiking, biking, equestrian trails, snowmobiling, and more. Federal Transit Administration Funding

The Federal Transit Administration (FTA) offers financial and technical assistance to improve public transportation systems nationwide, including rural and small communities in New Mexico. In New Mexico, key FTA programs—such as Section 5311 Formula Grants for Rural Areas and competitive grants like Buses & Bus Facilities and Low-No Emission Vehicle grants—help fund capital, operating, planning, and technical assistance for transit systems. The New Mexico Department of Transportation (NMDOT) administers these programs, coordinates with local transit providers, and distributes funding through its Transit & Rail Division.
