Who We Are

The fundamental mission of EPCOG is to facilitate economic growth and provide services vital to the region's success.

The Eastern Plains Council of Governments (EPCOG) is a voluntary association of local governments to establish a federally recognized economic development and planning district. The region is located within eastern New Mexico and includes:

  • Seven Counties

  • Twenty-One Municipalities

  • Two Unique Districts.  

EPCOG operates with the intent to catalyze the success of its local government communities.

The Eastern Plains Council of Governments (EPCOG) serves a broad range of functions to support local governments across the eastern region of New Mexico. Here are some of the specific roles and initiatives they are involved in:

  1. Economic Development: EPCOG works to boost economic growth in the region by helping communities with grant writing, project management, and development strategies. They often collaborate with local businesses and stakeholders to create jobs, attract investment, and enhance the economic resilience of rural areas.

  2. Community Planning: EPCOG provides technical assistance to municipalities in areas such as land use planning, zoning, and comprehensive plan development. They assist local governments in preparing for growth and ensuring sustainable development practices.

  3. Infrastructure Support: The organization helps local governments plan and secure funding for critical infrastructure projects, including roads, water and wastewater systems, and public facilities. EPCOG assists in navigating the complexities of state and federal funding processes.

Our 
History

In 1969, under New Mexico Executive Order No. 1, COGs were initially created by former Governor David F. Cargo. Since then, EPCOG has proudly and diligently served our communities.

Across the United States COGs may also be referred to as:

  • Councils

  • Regional Commissions

  • Planning Commissions

  • Economic Development Districts

  • Planning Authorities

  • Planning Districts

  • Metropolitan Planning Organizations

COGs, in general, function with local governments to assist with:

  • transportation planning

  • regional planning

  • comprehensive planning

  • economic development initiatives

  • technical assistance

  • public services

  • other public programs.
