Vincent M. Soule, CEcD, MEDP

Deputy Director

Vincent currently serves as the deputy director of EPCOG. He was promoted to the position in 2020. He began his career at EPCOG as a transportation planner in 2015. His duties at EPCOG include overseeing general operations, financials, administration, technical services, policy management, and general management. Vincent is the backup certified procurement office of EPCOG and public notary. He is also certified by the International Economic Development Council (IEDC) as a professional economic developer (CEcD) and a Master Economic Development Practitioner (MEDP) by the Advanced Economic Development Leadership program administered by the University of New Mexico, Texas Christian University, the University of Southern Mississippi, and Valdosta University.

Vincent began his career, while in college, within education through a nonprofit program headquartered within the University of New Mexico's Division of Equity and Inclusion called ENLACE. He was also hired at the same time by Clovis Community College as a professional tutor. Within both positions, he tutored mathematics and sciences to students from kindergarten to graduate school and also assisted educators with at-risk student populations. At the same time, he was employed by ENMRSH, Inc. to assist the mentally and physically disabled. After graduating from college, he went into manufacturing as an inventory and processing auditor. Shortly thereafter, he joined EPCOG as a transportation planner in 2015.

Associations and organizations Vincent has, and in some cases still, been involved with include the City of Clovis Planning & Zoning Commission (former chairman), Arise Sexual Assault Services (board member), United Way of Eastern New Mexico (Treasurer), 2021 City of Clovis Charter Commission (commissioner, appointed), Clovis/Curry County Chamber of Commerce (former Director-at-Large), Clovis Main Street (former Secretary), Clovis NAACP (former Secretary), New Mexico NAACP (former Chairman of Election Supervisory), the Salvation Army of Clovis (former Advisory Member), Young Professionals of Clovis (past President), the New Mexico Industrial Development Executive's Association (NMIDEA), the National Association of Development Organizations (NADO), the International Economic Development Council (IEDC), the NM Association of Regional Councils (NewMARC), the American Planning Association (APA, multiple committees), the NM APA, and the Employer Support for the Guard and Reserve (ESGR, volunteer). Honors and awards include attendee of the 68th National Security Forum (by appointment of the Wing Commander of CAFB), Honorary Command Chief (by appointment of the CAFB Wing Commander), internationally certified economic developer, Emerging Leader designation by NADO and the Economic Development Administration (EDA), Rotary Paul Harris Fellow, graduate of Leadership Clovis (2016-2017), Young Professional of the Year (2017), and the Delta Mu Delta International Honor Society in Business.

Vincent finished his bachelor's of science in biology (minor in chemistry) at Eastern New Mexico University. He is currently pursuing a master's in business administration focusing on organizational innovation and leadership.

When he is not at work, Vincent enjoys his four cats, a plethora of plants, and his collection of books. He has a passion for science and learning. He believes that learning is a lifelong necessity.
