
Vincent M. Soule
Deputy Director
Vincent has been the Deputy Director of EPCOG since 2020. As Deputy Director, he provides advanced administrative assistance, assists with the general management of programs and employees, and assists the Executive Director with the budget, policy, and other technical services. Vincent acts as the backup certified Chief Procurement Officer and Notary Public. Vincent started at EPCOG as a Transportation Planner in 2015.
Vincent's professional experience ranges in the private, nonprofit, and public sectors. Prior to EPCOG, he worked with Clovis Community College as an Academic and ENLACE tutor, where he tutored mathematics and science. He comes from a family restaurant business where he still assists from time to time. After graduating from college, Vincent started as an inventory auditor for a local business branch of Harbison-Fischer, a part of ChampionX Artificial Lift.
Organizational associations Vincent is involved with include the New Mexico Association of Regional Councils (NewMARC), American Planning Association (including various divisions: Economic Development, Transportation Planning, Small Town and Rural Development, Housing and Community Development, and Regional & Intergovernmental Relations), the International Economic Development Council (IEDC), and the New Mexico Planning Association. Vincent is also involved with various boards and commissions, and organizations including commissioner to the City of Clovis Planning & Zoning Commission (Chairman), Honorary Commander (Chief of Command), commissioner to the City of Clovis Charter Review Commission (2021), former Secretary to the Clovis Main Street Board (former Chair for the Economic Development Committee), former Secretary to the Clovis NAACP, member of the Clovis Salvation Army Board of Advisors, member of the Employer Support for the Guard and Reserve (ESGR), and Board Member to the United Way of Eastern New Mexico (currently the Chair of the Volunteer Action Committee), and Emerging Leader designation from the National Association of Developmental Organizations.
His previous volunteerism and awards include Statewide NAACP Chairman for the Election Supervisory Committee in 2019, Director-at-Large for the Clovis/Curry County Chamber of Commerce, Young Professional of Clovis Award, Graduate of Leadership Clovis program, Clovis Rotary Club (Paul Harris Fellow), Presiding Judge for multiple elections in Curry County, and Precinct Judge for the City of Clovis elections.
A Clovis High School alumnus, Vincent graduated from Eastern New Mexico University with a Bachelor of Science in Medical Biology and a minor in Chemistry. It was his goal to become an infectious disease expert, but life had different plans. Vincent is currently pursuing a Masters in Business Administration.
Vincent found his way to New Mexico from Iceland as a child due to his military family. Before Iceland, his family was located in Japan. After graduating high school, he moved to Albuquerque for a short while and returned to Clovis to assist with the family business. He has four adorable fur babies and enjoys reading, playing video games, working out, and cooking various dishes in his spare time.
