Economic Development


The Economic Development program in District 4 offers assistance to cities, towns, municipalities, and villages with economic development and planning. The Eastern Plains Council of Governments assists communities with Community Development Block Grants (CDBG) award assistance, capital outlay requests / award assistance, and Infrastructure Capital Improvement Plan (ICIP) planning. We also help facilitate workshops and seminars which include grant writing and facilitating meetings and conducting economic development discussions. We continually update our Comprehensive Economic Development Strategy (CEDS) Plan.

We support our communities by attending city and county commission meetings, legislative meetings, water authority, and local growth management meetings. The office of Economic Development and Community Planning is available to assist all member communities in order to coordinate and facilitate meetings when it comes to strategic planning. The EPCOG will also work with the U.S. Congressional delegation on matters of federal importance to our communities.

Government Affairs


Eastern Plains Council of Governments assist in ensuring local officials and partners within its seven county area are prepared, organized and represented during the Capitol Outlay Program application and project selection process.

EPCOG assists local governments in the development of their Infrastructure Capital Improvement Plans (ICIP); also helps local governments prepare their funding requests and applications.

Prior to the legislative session, EPCOG coordinates and assists with town hall forums for state lawmakers from the  area. Also assist with hearing preparations and presentations and will make presentations on behalf of local governments, if needed.

Once the final project selections are made by the Legislature and Governor; EPCOG assists local officials with project administrations and management to ensure that projects proceed in a timely and accountable manner.

By using its skills as a regional facilitator, project advocate and project manager, EPCOG helps improve the economic competitiveness and local community pride throughout the area and improving the quality of life and economic prospects of the region.
